Why does Costa Rica need two vice presidents?

It turns out that they are usually chosen for their expertise on the cabinet level. Second Vice President Luis Libermann under President Laura Chinchilla coordinates ministers and executive presidents of state monopolies such as ICE in the economic field.

And he has concrete plans to make the country even more attractive to foreign business.

President Laura Chinchilla last week signed into law Costa Rica's first integral solid waste management regulations. It came not a moment too soon-- by years.

With more than half the country's 4.5 million population jammed into the Central Valley, garbage disposal has been a constant headache for municipal governments for decades, with landfills filling up rapidly. Finding new space is a politically hazardous venture due to a common "not in my neighborhood" attitude.

Which Latin American country is easiest and fastest to start up a foreign subsidiary? A recent World Bank study concludes that, overall, Costa Rica is. The country came in ahead of Peru at the top of the list while Venezuela and Ecuador were considered worst in Latin America.

The report came as the result of a Investing Across Borders survey of 2,350 experts throughout the world. Although Costa Rica's 14 separate procedures taking 63 days to start up a foreign owned (limited liability) firm here was near the top of Latin America, it is about the worldwide average.

The reaction of some businessmen here was, "Wha-a-at!?"

Lipo Chemicals, Inc., with its headquarters in Patterson, NJ, has merged with Vantage Specialty Chemicals of Chicago. Lipo is incorporated in several Latin American countries, including Costa Rica. Lipo provides technology and ingredients to firms in the personal care industry.

Vantage, a specialty chemicals manufacturer, has a number of affiliated companies. The company hopes the merger will expand its access to Latin America where Lipo will continue to provide its personal care specialty to its customers.

Intel Reports 2nd Quarter Gain PDF Print E-mail

As Intel electronics company goes, so goes Costa Rica. When the news was released by its Santa Clara, CA, headquarters that the worldwide company had posted its best second quarter profits ever, this country felt deep satisfaction. The firm, with its sizable operation here in Costa Rica, is a bright spot in the national export picture.

The company reported a profit of $10.8 billion over last year, a jump of 34%. It also reported a $4 billion operating income, a net income of $2.9 billion and an EPS of $.51.
