Although one should be cautious accepting the sincerity of politicians' promises, it appears that the Chinchilla Administration is serious about cutting red tape and backing small and medium-sized businesses.

Since President Laura Chinchilla took office, the theme of leveling the playing field for what Tico Times business writer Adam Williams calls "the little guys" has been constantly reiterated by cabinet members.

Coffee ‘wine’ to be produced in Costa Rica PDF Print E-mail

A researcher from the Costa Rica Institute of Technology (TEC) is working on a project to produce fermented wine from coffee beans.

Over the past five years, Patricia Arguedas, a researcher at TEC, has worked to brew a fermented, wine-like beverage from the red fruit of the coffee plant. On Monday, Arguedas, who has also found ways to make candies and energy bars from the fruit, is being assisted in her efforts to create the beverage by a grant of ? 86 million ($160,000) from the National Center for Biotechnological Innovation (Cenibiot). The donation by Cenibiot, which also granted funds to 24 other TEC researchers for their work, will help Arguedas complete her work on the beverage, which she said was a project that was "just scraping by."

"People didn't understand that it was a fermented drink, like a wine," she said. "I couldn't say that it was a wine because it was made from grapes. So, I didn't call it a wine and that confused many people."
Arguedas, who says the creation process is "rather complicated," will now have research materials and her salary paid for by Cenibiot, which will give her an additional 18 months to complete the project. The fermented wine is said to have more antioxidants than wine from grapes as well as other organic compounds from the coffee plant.

In all, Cenibiot has granted the equivalent of $18.4 million to 25 projects at TEC.

While the Obama Administration continues to worry about U.S. unemployment dropping too slowly, headhunting is going like wildfire in Costa Rica. But employers and employment agencies have a message for young workers: Don't even talk to us if it isn't in English.

In late July, the daily paper Al Dia reported that 11 companies with a total of 500 vacancies descended on ULACIT university seeking young graduates with a minimum capacity in English. Again, yesterday Al Dia reported that the employment agency Manpower was seeking 1,200 high school graduates fluent in both spoken and written English.

Chinese Foreign Minister Yang Jiechi had barely landed in San Jose than high Costa Rican officials presented him with what Tico Times reporter Chrissie Long called a foreign aid "laundry list" of requests for help including $221 million for a 108-kilometer highway from the Caribbean port of Limon, some clean energy initiatives and other infrastructure projects.

This tin cup approach to foreign policy did not sit well with some, including the English-language paper, The Tico Times, which ran the story on the front page Aug. 6 under the witty headline, "Milking the Chinese Dragon." To further underscore the paper's displeasure, its editorial in that edition was headlined, "A Little Dignity, Please," but might as well have read, "Have You No Shame?" and suggested that the government get busy making its own infrastructure improvements with its own resources.

Court Rejects Gay Marriage Vote PDF Print E-mail

The Supreme Court's Constitutional Chamber (Sala IV) has rejected a petition to put same-sex marriage on a Dec. 5 referendum ballot for an unusual reason. The Sala majority in the 5-2 vote ruled that gay marriage is a fundamental civil rights matter protected by international treaties and not for the majority of voters to decide about minority rights.

The decision put the ball right back in the Legislative Assembly court where a bill allowing gay unions is currently pending. Both the Citizen Action Party (PAC) and the Libertarian Movement have expressed support for the court-s ruling.
